Republican integration contract

Created in 2009, the Office français de l’immigration et de l’integration (OFII) is the State operator responsible for the integration of migrants during the first 5 years of their stay in France. The OFII’s tasks include the management of procedures for professional and family immigration, the reception and integration of immigrants authorised to stay for a long period in France, the management of the national system for the reception of asylum seekers, the management of assistance for voluntary return and reintegration involved in the development of solidarity, the issuing of a medical opinion in the framework of the procedure for authorisation to stay for care, and the fight against illegal work. The signing of the Republican integration contract is part of the path of republican integration. It is concluded between the French State and the foreign national who first enters the stay in France and wishes to settle there sustainably. By signing it, the latter undertakes to respect the principles and values of French society and the Republic and to follow seriously and diligently the training prescribed to him. The State, for its part, undertakes to organise an individualised reception system in order to promote the integration of the signatory. An individualised interview with an OFII auditor makes it possible to assess the signatory’s needs, to prescribe training and to orient itself to support devices adapted to his/her personal situation. During this interview, a test to assess the level of spoken and written French is carried out and allows a language training course to be prescribed, in particular if the level of French is lower than the level A1 of the Common European Framework of Reference for Languages (CECRL). Four routes may be prescribed: 100 hours, 200 hours, 400 hours or 600 hours of training. Training is mandatory. If the A1 level is reached before the end of the prescribed hours, the training ends. Compliance with the Republican integration contract and attendance at the prescribed training courses is a condition for the issuance of a multi-year residence card.
