国勢調査の約80万調査区から約2900調査区を選定し、その調査区内から選定された約4万世帯及びその世帯員が調査対象である。
就業状態は世帯員のうち15歳以上の者（約10万人）についてのみ調査している。
ただし、外国の外交団・領事団（随員及び家族を含む。）並びに外国軍隊の軍人・軍属及びその家族は除外される。

Approximately 29,000 areas were selected from the approximately 800,000 areas of the National Population Census, and about 40,000 households and their members within these selected areas are the subjects of the survey. The employment status was only investigated for individuals aged 15 and above (about 100,000 people) among the household members. However, diplomatic missions and consulates of foreign countries (including staff and family members) as well as military personnel and their dependents of foreign military forces are excluded.
