Overview This dataset provides the static Flood Susceptibility Index (FSI) for India at 0.05° resolution, produced within the CCART (Climate Change Assessment & Risk Toolkit) framework. Static FSI represents the historical flood‑prone tendency of each pixel, derived from Indo‑Floods basin‑level validation and extended nationally as a reference susceptibility layer. Values range from 0 to 1, where higher values indicate greater historical flood susceptibility. Purpose Static FSI is a foundational reference layer for: static flood risk (FSI × Exposure × Vulnerability) hazard–exposure–vulnerability integration district‑level diagnostics national‑scale flood communication planning and zoning support reproducible open‑science workflows It is fully aligned with CCART’s exposure layer and hazard grids. Data Characteristics Format: GeoTIFF (float32 or uint8 scaled) Resolution: 0.05° CRS: EPSG:4326 Value range: 0–1 Nodata: 255 (if uint8) or NaN (if float32) Spatial extent: India national boundary File size: lightweight and accessible Source Attribution Static FSI is derived from the Indo‑Floods basin‑level flood susceptibility validation framework. It is a CCART‑processed scientific layer and does not redistribute any proprietary upstream data. Processing Steps (CCART) Ingested Indo‑Floods basin‑level susceptibility values Rasterized basin‑level FSI to 0.05° grid Normalized values to 0–1 Extended to national grid with validated regions retaining empirical values Assigned 0 susceptibility where static FSI is not available Verified alignment with CCART exposure and hazard grids Exported as a compressed GeoTIFF These steps ensure reproducibility and scientific transparency. Known Limitation INDOFLOODS Coverage The public INDOFLOODS dataset (Zenodo) excludes Ganga and Brahmaputra basin data. As a result: Bihar: near-zero FSI coverage Uttar Pradesh: sparse FSI coverage Assam: near-zero FSI coverage Uttarakhand: sparse FSI coverage This is the primary reason CCART underweights flood hazard in northern and northeastern India. Complete INDOFLOODS data (including Ganga and Brahmaputra basins) is available on request from the authors. The output will be updated when this data becomes accessible.
