Abstract Modern administrative systems routinely produce harm without requiring malicious intent. In housing, education, healthcare, and compliance-driven institutions, suffering often persists not because of individual cruelty, but because accountability has been fragmented, delayed, or procedurally erased. Harm Without Awareness introduces the field and practice of the Socio-Technical Systems Accountability Engineer: a role dedicated to making institutional harm traceable, verifiable, and correctable within complex socio-technical systems. This book combines three integrated components: (1) a graduate-level curriculum grounding administrative harm in systems theory, organizational moral disengagement, structural violence, administrative evil, and bureaucratic dissociation; (2) a practical artifact analysis manual designed for real-time use in hostile administrative encounters; and (3) field notes that document pattern recognition, governance failures, and counter-design insights derived from lived casework. Rather than relying on moral appeal, protest, or psychologizing individuals, this work treats emails, notices, ledgers, silence, and procedural delay as engineering artifacts. Readers are trained to identify accountability-erasing mechanisms, map harm pathways, and generate record-ready counter-documentation that forces specificity, verification, and institutional responsibility. The framework emphasizes outcome legitimacy over process compliance and introduces governance rules that prevent systems from justifying their existence through the persistence of harm. Harm Without Awareness is intended for practitioners, auditors, advocates, policymakers, technologists, and educators who work inside or alongside administrative systems and need tools that survive contact with bureaucracy.
