In the fiscal year 2022, more than 787 thousand grade two mental disability certificates were recorded in Japan. That year, the total number of registered mental disability certificates amounted to approximately 1.35 million. The mental disability certificate can be issued in Japan by mayors of districts to the patients with mental illnesses. The patients with the certificates are entitled to receive services and benefits from the government, such as income tax and resident tax deduction.
