Prevention and Treatment of Abuse in the Municipalities, 1991

The purpose of this survey is to obtain information for statistical and scientific assessment of the measures taken concerning prevention and treatment of drug abuse in the counties and the municipalities (the county part is found as DDA-4081: Prevention and Treatment of Abuse in the Counties, 1991). # In 1990 the Association of County Councils in Denmark established a working party concerning the planning of treatment and related measures in the field of abuse. The Association assessed that there was a need for a more thorough examination of the ongoing development in the field and of the many unclarified questions raised by the current development. Furthermore, the Association found that the field of abuse needed to be viewed as a connected whole which had not been the object of the committee work up till then. # The mandate of the working party meant, among other things, a thorough examination of the collected efforts in the field of abuse in order to assess present practice and maybe contribute with proposals for improvements. # The working party concentrated on the following main points: #- A mapping out of the present and expected development regarding # drug abuse and alcohol abuse. #- Discussions of the desirable and realistic development of the # public efforts in the field regarding the effort towards the # various groups of abusers. # Co-operation between institutions and authorities, etc. in the # field of abuse. #- Organizational and economic problems in connection with the # efforts, including the relation between municipal and county # measures. #- The relation between prevention and treatment. #The following information is included from questionnaires completed by the municipalities: #- How many times the effort in the field of abuse has been on the # agenda of the municipal council and/or the social welfare # committee within the last three years. #- Most important agenda and second most important agenda # concerning abuse within the last three years. #- Whether the municipal council and/or the social welfare # committee has worked out objectives for the field of abuse. #- Whether the economic conditions of the municipality have meant # changes of the municipality's practice concerning prevention and # treatment of abuse within the last three years. #- The municipality's assessment of the development of the number # of abusers within the last three years. #- Whether the municipal council and/or the social welfare # committee has taken any new initiatives in the field of abuse # within the last three years. #- Which offers of treatment and care the municipality had to # alcohol abusers, mixed abusers and injection abusers in 1990. #- Whether the municipality's ordinary rehabilitation offers have # received abusers within the last three years. #- Whether the municipality had special rehabilitation offers # specifically directed towards abusers in 1990. #- Whether the municipality had special follow-up activities for # abusers in 1990. #- Whether the municipality has taken any initiatives to make its # educational institutions include lessons in drugs and drug # abuse. #- Whether the municipality has offered in-service training to # staff groups within the field of abuse within the last three # years. #- Economic resources spent in the field of abuse in 1990. #- Co-operation in the field of abuse between the municipality and # the county and between the state, county and municipality. #- Whether there is an SSP (School, Social Authorities, Police) # co-operation in the municipality. #- Various aspects of the co-operation with the county. #- Whether the municipality has any wishes for initiatives - e.g. # in the form of statistics, new rules and regulations, an # overview of the economic resources used in the field of abuse, # use of consultants, more economic resources - from the state or # county authorities
