Replication package for: Frozen Funds, Steady Science: Evidence from the Freeze and Thaw of Brazil's National Research and Technology Fund

Anonymised replication package for the manuscript "Frozen Funds, Steady Science: Evidence from the Freeze and Thaw of Brazil's National Research and Technology Fund", submitted for double-anonymised peer review. It contains the processed public data (FNDCT disbursements from the Finep transparency portal, OpenAlex counts by institution and year, CAPES graduate records, INPI patent applications), the matching audit files, every estimate reported in the paper, the figures and tables, and the Python programs that reproduce them. Run python scripts/run_pipeline.py B to reproduce all estimates, figures and tables from the included files; see README.md for requirements, data sources and the map from programs to results. All data are public and contain no personal information.
