Each profile is characterized by the sign of the SAI in each of the procurement categories: Services; Goods; and Works. The prevalence corresponds to the fraction of observations (i.e., fraction of municipalities) in such profile. The four identified profiles—I, II, III, and IV—account for approximately 66% of the observations.
