The legend is as follows:

Dark Green: Attainable. In these segments, SAV has or had at some time attained its restoration goal during one or more years of the survey prior to the current year.

Light Green: Attainable. In these segments, SAV is very close to but has not yet attained its restoration goal; it is on a trajectory to reach that goal given current water quality conditions.

Yellow: Potentially Attainable. In these segments, SAV can reach its restoration goal with a modest improvement in water quality.

Orange: Potentially Attainable. In these segments, SAV can reach its restoration goal but will require significant improvements in water quality.

Red: Unlikely Attainable, for reasons other than water quality. For example, in areas with sandy substrate and high current or wave energy that were historically dominated by eelgrass, widgeongrass may not be able to establish because of challenging physical conditions rather than water quality limitations.

Grey: No Goal. These segments do not have adequate historical data to set a numeric goal. A lack of a goal does not necessarily indicate that SAV will not grow in these areas, merely that there is a lack of information.
