Abstract We demonstrate that the Golden Ratio (Φ ≈ 1.618) operates as a fluctuating evolutionary law governing all stable structure from the Big Bang to present. Beginning with systematic evidence that no physical "constant" is truly constant—G varies by 0.5%, H₀ by 8%, α shows spatial drift, rp changed 4% when measurement improved—we establish that all laws fluctuate around optimization targets. We then trace cosmic history as a 13.8-billion-year convergence toward Φ-geometry: quantum foam (10⁻⁴³ s) had no structure; inflation (10⁻³² s) created boundary conditions; nucleosynthesis (3 min) locked light elements into Φ-binding ratios; recombination (380 kyr) imprinted Φ onto CMB acoustic peaks (observed ratio 1.636 ± 0.021); structure formation (100 Myr-13 Gyr) produced Φ-spiraled galaxies; abiogenesis (3.8 Gyr ago) required Φ-optimized molecular cavities for 99% photosynthesis efficiency; evolution (540 Myr-present) selected Φ-morphology across 48,000 fossil specimens. At every epoch, only Φ-adherent structures survived. Deviations >10% led to instability, decay, or extinction. This is not numerology—it is the empirical signature of constrained optimization operating across cosmic history. We provide the mathematical mechanism (boundary stress minimization), quantify tolerances (thermal noise permits ±2-5% fluctuation), and offer 12 falsifiable predictions for 2025-2040. Matter as we know it cannot exist without fluctuating around Φ.
