Telecommunications Spend and Demand Report in Victoria, 2012

The Victorian Government commissioned Deloitte Access Economics to develop amodel of Victoria’s telecommunications market to provide a tool for governmentand market participants to analyse trends, identify unmet demand and to assistin planning for the future. This review is an update of a study undertaken in2010 for the then Department of Innovation, Industry and Regional Developmentby Access Economics and Gibson Quai-AAS, with an extension of the projectionperiod out to 2016. The model contains estimates of current (2011) service coverage, demand forservices, expenditure and subscriber numbers for 10 telecommunication servicecategories, as well as forecasts to 2016. The spatial building block of themodel and the lowest level of reporting is at the level of Local GovernmentAreas (LGAs). The model also includes broader regional aggregates, anddistinguishes between household and business customers. The timing of this modelling exercise, at the early stages of rollout of theFederal Government’s National Broadband Network (NBN) and during a period ofrapid development of new applications for telecommunications technologies, isdesigned to capture and identify recent and forthcoming changes in Victoria’stelecommunications markets. The model has been built with the intention thatit can be updated in future years, to include updated data and to reflectemerging market trends.
