調査期日において30人以上の労働者を使用する事業主および労働者。綿糸、麻糸紡績を営むものは300人以上の労働者を使用する事業主および労働者。製糸業、絹糸紡績、船舶車輌製造業、製紙業、ガラスまたはセメント製造業を営むものは100人以上。毛撚糸業、真綿製造業、糸組物、紐、洋燈心類の製造業、活字製造業、漆器業、火薬、ダイナマイト類の製造業、雷管導火線製造業、精油および精蠟業、かご、すだれ、檜織、傘骨、柳行李類の製造業または蘭筵麦わら真田および経木真田製造業を営むものは15人以上の労働者を使用する事業主およびその労働者。鉱山においては鉱業法または砂鉱法の適用を受けかつ調査期日において50人以上の労働者を使用する事業主および労働者につき調査した。陸上運輸業事業体および運輸取扱業事業体で調査期日において50人以上の労働者を使用する事業主およびその所属労働省ならびに船舶法の適用を受け会場運輸に従事する総トン数1000トン以上の船舶の船長および乗り組み普通船員につき調査した。以上の外官営に属する工場および鉱山、国有鉄道ならびに政府管掌の郵便、電話、電話事業については本調査に準じて各種無償においてこれを調査した。

This dataset includes employers and employees using more than 30 workers, as well as those engaged in cotton and linen spinning with more than 300 workers. It also covers those involved in silk spinning, ship and vehicle manufacturing, papermaking, glass or cement manufacturing with more than 100 workers. Additionally, it includes businesses with more than 15 workers in wool carding, cotton manufacturing, fabric weaving, rope, lamp wicks, and other manufacturing industries such as typography, lacquerware, explosives, dynamite, detonator fuse, essential oil and wax refining, basketry, bamboo mats, cypress weaving, umbrella ribs, and willow luggage. For mining, the survey was conducted on employers and employees using more than 50 workers under the Mining Act or Sand Mining Act. Similarly, for land transportation entities and transport handling entities, the survey was conducted on employers and their affiliated labor departments using more than 50 workers, as well as ship captains and crew members of vessels over 1000 tons, engaged in on-site transportation under the Ship Act. Moreover, for foreign-owned factories and mines, state-owned railways, and postal, telephony, and telegraph services under government control, the survey was conducted in various non-chargeable forms in accordance with the survey standards.
