招采系统中支持有省药械采购中心组织的联采挂网药械产品采购外，对于招采目录外医疗机构自行采购的药品由医疗机构申请，提交备案采购申请后，也支持线上采购。备案采购信息包含备案采购的医疗机构，备案采购的药品，准备采购的数量，采购价格，配送企业，备案采购原因等。
In addition to supporting the procurement of medical and pharmaceutical products under joint procurement and online listing organized by provincial medical and pharmaceutical procurement centers, the procurement system also supports online procurement of drugs voluntarily purchased by medical institutions outside the official procurement catalogue, after the medical institutions submit an application for record-based procurement. The information for record-based procurement includes the participating medical institution, the specific drugs to be procured, the planned procurement quantity, the purchase price, the distribution enterprise, the reasons for record-based procurement, and other relevant details.
