A declaration of public utility, abbreviated by the acronym DUP, is an administrative procedure under French law which allows the carrying out of a development operation, such as the creation of a communication infrastructure, a school or a subdivision, for example, on private land by expropriating it, precisely for reasons of public benefit; it is obtained following a public utility survey.
