Finnish Local Government Barometer 1998: Municipal Managers, Chairmen of Municipal Executive Boards

The survey studied opinions of municipal managers and chairpersons of municipal executive boards on how to improve municipal finances. The respondents evaluated how acceptable it would be to increase local taxes, privatise municipal services or lay off/reduce municipal staff. The respondents were presented with several statements concerning citizens' inequality, municipal administration, finances and services, and asked whether they agree or not. Their opinions on how to balance their municipality's budget and which employee groups could be laid off were probed. In view of forthcoming elections, the respondents were asked to assess the members of parliament of their electoral district. One question examined which parties offer a good chance to influence municipal issues. Background variables included the respondents' sex, status, municipality size, and region of the municipality.

本调查旨在探究市政管理者及市政执行委员会主席对如何改善市政财政的看法。受访者对增加地方税收、私有化市政服务或裁员/减少市政员工等举措的接受度进行了评估。受访者针对涉及公民不平等、市政行政、财政及服务等方面的多项声明进行判断，以表达其同意与否。调查进一步探究了受访者对于如何平衡其市政预算以及哪些员工群体可能被裁员的观点。考虑到即将到来的选举，受访者还被要求对其选举区的国会议员进行评估。其中一项问题考察了哪些政党提供了良好机会以影响市政议题。背景变量包括受访者的性别、社会地位、市政规模以及市政所在地区。
