Comparative Dataset of EMAR Deviations Across European National Military Airworthiness Authorities Using a Product–Behaviour–Process Framework

This dataset allows for a comparative assessment of the implementation of the European Military Airworthiness Requirements (EMARs) by six National Military Airworthiness Authorities (NMAAs). These countries are Belgium, Finland, France, Germany, the Netherlands, and Sweden.

The dataset was created through a systematic clause-by-clause comparison of the EMAR requirements and their respective national regulatory adaptations. Any differences detected during the comparison are classified as deviations. These deviations are further grouped into different categories based on a structured deviation typology. This typology consists of deletions, addition of quantified requirements, additional national clauses, deviations from procedure, and deviations from terminology.

Each deviation is further classified according to the Product Behaviour Process (PBP) framework, which is used to determine the functional impact of the deviation on interoperability.

This dataset contains information on the mappings between EMAR clauses and their national regulatory counterparts, deviation types, and their respective PBP categorization. This dataset is used as the basis for both the quantitative and qualitative research presented in the thesis.
