Systematized technical bases of formation and use of scientific electronic periodicals ofUkraine, based on convergence of scientific and publishing, library and informational, aswell as bibliometric technologies, were developed. The generalization of empirical andranked regularities in library science, linguistics and study of science for their mathematicaldescription as one Act was carried out. The expedience of combining qualitative andquantitative methods of outcomes evaluation of scholars and research organizations activitythrough conducting of expert analysis of materials, obtained in the course of formalizedbibliometric research was grounded. Delimitation of areas of rational use of internationalbibliometric systems for current monitoring accomplishment of the national science andimplementation of complex scientific researches was carried out.The edition is oriented at scholars and practicians in the field of scientificcommunications, ICT, students and the general public who take an interest in this issue.
