Systematic monitoring of waterbird populations in wetlands began at the initiative of ornithologists in the 1970s. For years these censuses were supported by the Provincial Councils and from 2004 the Basque Government takes charge of their organization and financing. The program provides for annual censuses of wintering birds in January and nesting in the months of May to July, in a series of predetermined locations.
