Replication Data for: Institutionalizing Public Value Management in Municipal Disability Services via Universal Design: The Vilnius Case

This repository contains the supplementary qualitative data and methodological appendices for the longitudinal single-case study of the Vilnius City Municipality (1994–2025). The research investigates the mechanisms, barriers, and enablers in institutionalizing Public Value Management (PVM) through Universal Design (UD) principles.The dataset includes the following files:Appendix A: A comprehensive systematized list of the 122 municipal administrative documents analyzed in the study, spanning three decades.Appendix B: A purposive sampling matrix detailing the selection criteria and adherence of the 22 informants (municipal representatives and NGO members) who participated in the UD Working Group.Qualitative Transcripts: 10 fully transcribed sessions of the UD Working Group (conducted between September 2021 and January 2023), representing the primary discourse analysis data.Ethical and Privacy Statement: To comply with the General Data Protection Regulation (GDPR) and international research ethics protocols, all qualitative transcripts and the informant matrix have been strictly anonymized. A systematic coding scheme (e.g., [M-1] for municipal officials, [NGO-1] for non-governmental organization representatives) has been applied to protect the personal identities of the participants. These datasets are made openly available to ensure research transparency, auditability, and reproducibility.
