Informational posters of video surveillance areas on public roads

The Spanish constitution establishes that the Security Forces and Corps, where the Municipal Police Corps of Madrid is located, will have as their mission to protect the free exercise of rights and freedoms and guarantee citizen security, through an organic law, in this case Organic Law 2/1986, of March 13, on Security Forces and Corps, which will determine the functions, basic principles of action and statutes. The use of surveillance cameras by the Security Forces and Bodies was regulated in our Law by Organic Law 4/1997, of 4 August, regulating the use of video cameras by the Security Forces and Bodies in public places, developed by Royal Decree 596/1999, of 16 April. In particular, article 1 of the Organic Law allows the recording and subsequent processing of images and sounds in public places by the Security Forces and Bodies, in order to ensure citizen coexistence, the eradication of violence, the peaceful use of public roads and spaces and the prevention of the commission of crimes, misdemeanours and administrative infractions related to public security. This video surveillance process is carried out through a system of cameras in the urban environment that allows the visualization and recording of images in the streets and spaces on public roads that have been authorized by the Delegation of the Government of Madrid. These cameras record the images of people who travel through their areas of influence. The image of a person to the extent that it identifies or can identify it constitutes personal data, which can be processed. In this case, the use has the purpose of guaranteeing security in public spaces, to contribute to ensuring citizen coexistence and the peaceful use of roads, as well as preventing the commission of crimes and infractions related to public security. In order to comply with the duty of information contained in Sections 1 and 2 of Chapter III of Regulation (EU) 2016/679 on data protection, information posters must be placed in the video-monitored areas. The list of the information posters present for this purpose in the video-monitored areas of the public road, operated by the Municipal Police of Madrid is attached.
