Includes agricultural, vacant/undeveloped, residential, commercial, industrial, and institutional land-uses, as well as public and private open-space. The first interval, 2002-2006, captures the early-2000s Housing Boom; the second interval, 2006-2012, captures the collapse of the housing market and onset of the Great Recession, bringing slowing of both land conversion and rezoning in Phoenix.
