RSKGD-FL-2018-ContextPlus: A Context-Enhanced Florida 2018 Road Safety Knowledge Graph Dataset

RSKGD-FL-2018-ContextPlus v1.2.0 is a context-enhanced version of RSKGD-FL-2018 that preserves the Florida 2018 crash scope while reconstructing the weather layer and regenerating all weather-dependent context, graph, and benchmark artifacts. The release contains 440,304 crash-level weather-context records, 5,723,952 variable-specific crash-weather linkage records, and 8,367,336 road-edge-month weather-context records. Weather linkage uses official 2018 NOAA/NCEI station metadata and observations, a candidate-station universe covering Florida and a 250 km surrounding buffer, coordinate-based timezone handling for Eastern and Central Florida, WGS84 geodesic distance, variable-specific station selection, explicit quality screening, and conservative evidence tiers. Weather variables may originate from different stations. A crash-level weather record should therefore be interpreted as a variable-specific station-proxy composite rather than local crash-site weather truth. Records without an admissible observation inside the defined spatial, temporal, and quality limits are retained as Tier U rather than being forced to a distant station. All weather-dependent graph partitions and eight ContextPlus benchmark task tables were regenerated. Crash targets, identifiers, released temporal split assignments, and protected exposure source and context data were preserved. Exposure remains proxy/current, availability, or missingness evidence and does not support denominator-complete exposure-normalized crash-risk estimation. The dataset archive contains derived analytical tables, graph node and relation partitions, benchmark task tables, schemas, data dictionaries, manifests, metadata, provenance records, documentation, validation outputs, checksums, and reusable scripts.
