MOU/R3 Cross-Domain Computational Reproducibility Package v0.2.0-prepaper

This release consolidates the current pre-paper cross-domain stage of the MOU/R3 (Multiscale Observability / Residual Dynamic Structure) framework. It includes framework specifications, exact pipelines, recovered domain-specific analysis packages, synthetic Phase21 foundation, CWRU bearing/vibration technical-observation artifacts, ECG-LBBB exploratory candidate-analysis artifacts, and EEG fast-core plus heavy confirmatory outputs. The strongest current empirical block is the EEG heavy confirmatory audit over S001/S002/S003, R01 vs R02, O1/O2, Delta/Theta: 1440 windows, 499 surrogates per window, R01 = 100/720 dynamic residual candidates, R02 = 276/720 dynamic residual candidates, R02 - R01 = +176. This release is not a clinical validation, not a diagnostic tool, and not a peer-reviewed final validation of MOU/R3. It is a reproducibility, authorship, and pre-paper scientific archive.
