Description: The qualified development plan is based on Par. 30 (1) BauGB at least fixing the nature and extent of the building use, the rebuilt land areas and the local traffic areas. The eligibility of a project is assessed solely on the basis of that development plan. A building project shall be permitted if it complies with the requirements of a qualified development plan and its development is secured.
