Qualitative data on participatory governance in Slovenian municipalities (2025–2026)

This dataset contains qualitative data from a doctoral dissertation on participatory governance in Slovenian municipalities (2025–2026). The research examines procedural quality in participatory budgeting and spatial planning through the lens of the Integrated Analytical Framework (IAF), focusing on three process clusters: clarity at intake (RQ1), visible justification (RQ2), and ongoing feedback (RQ3). Data sources: 27 anonymised semi-structured interview transcripts (municipal representatives, regional development agency, urban planners, deliberation experts, young adults aged 18–35, older adults aged 65+) Summaries of document analysis (municipal ordinances, spatial plans OPN/OPPN, meeting minutes, annual reports, response matrices) Summaries of portal screening (Consul platforms, municipal websites, GIS portals) Case coverage: 9 Slovenian municipalities (Koper, Maribor, Novo mesto, Slovenj Gradec, Semič, Ravne na Koroškem, Puconci, Lovrenc na Pohorju, Tržič) and 1 regional development agency (RRA Pomurje). Theoretical framework: Deliberative democracy (Habermas, Gutmann and Thompson), Institutional Analysis and Development (Ostrom), systems thinking (Meadows). Anonymisation: All personal names have been replaced with participant codes (e.g., M1-PA1). Specific functions have been generalised where necessary. Municipalities are identified by official names as public institutions. Audio and video recordings are not publicly available. Embargo: Access to selected files is restricted until 31 December 2027 due to protection of personal data, completion of the doctoral dissertation, and preparation of related scientific publications. During the embargo, metadata, dataset description, access conditions, and contact for justified requests are publicly available.
