This study intends to measure a baseline of teachers’ opportunity to learn (OTL) and academic language exposure (ALE) of children in kindergarten and primary levels. In the survey, teachers reported on their instructional practices in a contextualized setting in their classroom. Further observations were carried out during demonstrative sessions. The data obtained were used to investigate basic psychometric properties of this survey: specifically, (a) the distinctness of OTL and ALE or overlapping characteristics in literacy and numeracy instruction. (b) the match between information reported by teachers in the survey as well as those collected during the classroom observation. Measured simultaneously was the CBI to assess teachers’ performance using Ghana’s contextualized assessment methods.
