This series consists of meeting minutes and related agenda papers from Cardinia Shire Council (VA 3678). This includes minutes from Annual Statutory Council meetings, Special Council meetings and Ordinary Council meetings. Ordinary Council meetings are held monthly and the minutes include records of what decisions were made, who was in attendance and other consequential events that occurred during the meeting. Annual Statutory Meetings are held to elect a new Mayor and Deputy Mayor for the following year. Special Council meetings are called by the Mayor or Chief Executive Officer to deal with a specific item that cannot wait until the next Ordinary Council meeting. The records contain meeting minutes, agendas, tabled papers and reports, notices of meetings, and correspondence. The minutes relate to the wide range of activities for which the council is responsible, including building, community services, collection of rates, property valuation and town planning. As of 2025, meeting minutes that contain in-camera portions, as denoted by "Confidential Business" within the record, have been redacted until a time determined by the Council. Minutes of council meetings were created in accordance with section 145 of the Municipal Institutions Act 1863 (27 Vic., No.184) and with subsequent legislation relating to local government including the Local Government Act 1958 (No.6299) and more recently the Local Government Act 2020. These acts have required that for each meeting of council, minutes of all proceedings are recorded together with the names of all councillors present and all who vote for and against motions. The master set of minutes were required to be signed by the mayor or chairman of the meeting once the minutes have been confirmed at the following council meeting. This was no longer required with the passing of the Local Government Act 2020. This Act allowed Councils to determine the form in which minutes were maintained, providing for the official meeting record to be maintained digitally. Cardinia Shire have maintained the official record digitally since 2020. The committee system is employed by most Victorian councils. The Local Government Act 1903 (No.1893) removed the requirement that separate committee minutes be kept and introduced the requirement that committees' reports to council be included in the council minutes. In some cases, the minutes of committees are recorded in the council minute books, either in lieu of or in addition to committee reports. Where committee minutes were maintained separately, they constitute a separate series from the council minutes. Note that a Council or committee may close a meeting to members of the public for reasons including confidentiality, security, or enabling the meeting to proceed in an orderly manner.
