Vehicle Miles Traveled Screening Map

This Vehicle Miles Traveled (VMT) dashboard was developed for the Association of Bay Area Governments (ABAG) and the Metropolitan Transportation Commission (MTC) to assist jurisdictions as they transition to using VMT instead of Level of Service (LOS) when evaluating the transportation impacts of projects under the California Environmental Quality Act, as required by Senate Bill 743 (SB 743). The source web maps for the dashboard are: Vehicle Miles Traveled - Residents Vehicle Miles Traveled - Employees The purpose of the shift from VMT to LOS is to measure the amount of driving instead of traffic. The expectation being it will incentivize multi-modal travel, a diversity of land uses, and a reduction in greenhouse gas emissions through decreased use of personal automobiles. To further assist the transition, ABAG is providing VMT Policy Adoption Technical Assistance to all the region's jurisdictions needing assistance with SB 743 compliance. The technical assistance provides guidance and tools to formally adopt thresholds, screens, mitigations and other VMT supportive policies. The assistance is provided through a working group approach by county with a curriculum and collaborative learning experience. Localized assistance for each city is also available. This data can also be used by jurisdictions interested in implementing a VMT fee on new developments as a way to fund transportation infrastructure projects to offset expected increases in VMT expected from a project. ABAG provides a VMT Fee site explaining what such a fee is, how it can be used, and why it should be used. Jurisdictions can also use a VMT fee to satisfy MTC's VMT reduction planning requirements for those that have one or more Connected Community Priority Development Areas. Finally, ABAG has produced a website relating how the change from LOS to VMT may impact the feasibility of housing sites when jurisdictions update their housing element.
