Criteria for Assessing the OSINT Potential of Digital Resources of Scientific Libraries in Kharkiv

Based on the “Consolidated Plan of Major Activities in the Scientific, Methodological, and Research Work of Leading Libraries in Kharkiv for 2026” (V. G. Korolenko Kharkiv State Scientific Library (KSNL), & the Kharkiv Regional Branch of the Ukrainian Library Association, 2026), and taking into account the suitability of their digital resources for OSINT activities, 14 libraries at the national and regional levels, as well as leading higher education institutions in Kharkiv with scientific library status that actively confirm this status, were identified. These libraries formed the empirical basis of our study and are presented in the table below.
