NBI Component-Rating Transfer and Portfolio Worklist Benchmark

Processed Federal Highway Administration National Bridge Inventory records reconstructed as routine-inspection events for the paper "From Inspection Records to Portfolio Worklists: Cross-Agency Transfer of NBI Component-Rating Models." The release contains the complete SQLite inspection-event panel, source manifest, reproducible analysis scripts, validation outputs, publication tables and figures, and the supplemental materials. Version 7 adds rolling agency-plus-time tests for 2022, 2023, and 2024; bridge-level predictions for independent metric and worklist recalculation; receiving-jurisdiction shift descriptors; jurisdiction-clustered bootstrap associations; and the corresponding supplemental table and publication figure. The benchmark evaluates recorded component-rating changes under random-event, bridge-held-out, time-held-out, and agency-plus-time-held-out protocols and translates scores into jurisdiction-specific record-review worklists. It does not estimate untreated physical deterioration, structural reliability, remaining service life, or maintenance effects.
