Pursuant to Articles L. 132-9-3 et seq. of the General Civil Service Code, Decrees No 2024-801 of 13 July 2024 on the measurement and reduction of the gender pay gap in the territorial civil service and No 2024-802 of 13 July 2024 on the methods for calculating indicators relating to the measurement and reduction of the gender pay gap in the territorial civil service entered into force on 15 July 2024. They provide that regions, departments, municipalities and public institutions for inter-municipal cooperation (EPCI) with more than 40 000 inhabitants managing at least 50 permanent staff, as well as the National Centre for the Territorial Civil Service1, now publish annually their results in terms of equal pay for women and men, in the form of an index of professional equality and the measures taken to eliminate any discrepancies found. This index is calculated on the basis of 100 points spread over four indicators, weighted and scaled. It is intended to measure the overall gender pay gap for civil servants and contract staff, but also the gender pay gap in grade promotion rates, as well as the number of public officials of the under-represented sex among the ten public officials receiving the highest salaries. The overall scale is calculated on 100 points: * The average overall gender pay gap for civil servants in equivalent sectors and hierarchical categories, scored out of 50 points. A difference of 0.01% or less will be rewarded with the maximum score. On the other hand, if the difference is greater than 30.1%, no points will be awarded. * The overall pay gap for contract staff recruited on permanent posts, scored out of 15 points * The difference in the rate of advancement in grade between women and men, scored out of 25 points * Number of public officials of the underrepresented sex among the 10 highest paid public officials, scored out of 10 points In 2023, the index of the Department of Seine-Maritime is 76/100. It is calculated automatically on the basis of the data collected as part of the Single Social Report (SSR), which has been mandatory since 1 January 2021, for all public authorities and institutions. Thus, the index is calculated with the information relating to the year N-1 (by 2023).
