We propose Target of Opportunity observations by INTEGRAL of therising and peak phases of galactic transients triggered by RXTE. Thescientific objective is to perform broad band observations during thepoorly understood early phase of black hole outbursts. For blackholes the beginning of the transient may be the best opportunity tosee the emission from a high temperature spherical infall perhapsfrom between the innermost stable orbit and the event horizon.Transients likely to be observed include X-ray novae and sources ofjet outflows. Observation with SPI and IBIS during the first few daysof transients will determine the nature of the accretion flow and highenergy measurements will extend to higher energies and ahve greatersensitivity and higher duty cycle than has been possible before withRXTE CGRO or GRANAT. We will use JEM-X and IBIS to search for QPOsthat often appear early in the outburst. Detection by INTEGRAL willhelp to identify and observe the sources at other wavelengths. Wewill trigger based on the RXTE ASM PCA monitoring and PCA pointedobservations and anticipate 1-2 triggers in AO3. [truncated! Please see actual data for full text]
