专利作为企业无形知产的一部分,从法律、技术、经济等维度,对专利进行综合评价,通过该底层模型数据库各数据指标、权重及对应的指标值公式,使用者只需要输入专利申请号或者公开号获取该专利的价值评价评估。该底层指标数据采用定量与定性相结合,从专利价值度法出发,将专利评估维度分3级,1级指标为:市场、法律、技术,二级指标是在一级指标名下展开的,如一级指标(市场)下的二级指标有:专利许可情况、专利转让情况、...,三级指标是在二级指标名下展开的,如二级指标(专利许可)情况下的三级指标有:许可经历、被许可人、......(到目前为止所有指标项总和为182项),最后每项指标的计算所得的分值相加∑所得的分值即为该专利的评价分值,以关系对应数据结构中的:指标级别、父指标id,权重的计算方式采用的是AHP层次法,每级的的权重总和为1.0,将评估的目标、评估的因素和评估对象按相关关系对应为1级指标、2级指标、3级指标,以市场为例,评估专家将各个指标进行相互比较后,使用一个判断值来表示相对重要程度,算法采用1-9分标度法(最低为1分,最高为9分),计算权重需要依次计算特征根、最大特征根值、最后得到一致性指标CI值。最终单项指标的按照计算公式进行计算,将所有指标分值进行求和,算出专利价值。

As a component of enterprises' intangible intellectual property, patents are comprehensively evaluated from dimensions such as law, technology and economy. With this underlying model database containing various data indicators, their corresponding weights and indicator value formulas, users can obtain the value evaluation of a target patent simply by inputting its application number or publication number. This underlying indicator data adopts a combination of quantitative and qualitative methods. Based on the patent valuation methodology, the patent evaluation dimensions are divided into three levels. The first-level indicators are Market, Legal and Technology. The second-level indicators are expanded under each first-level indicator. For instance, the second-level indicators under the first-level indicator "Market" include patent licensing status, patent transfer status, etc. The third-level indicators are expanded under each second-level indicator; for example, the third-level indicators under the second-level indicator "Patent Licensing" include licensing history, licensee, etc. (To date, the total number of all indicator items is 182.) The sum of the scores calculated for each individual indicator, denoted as ∑, is the final evaluation score of the patent, which corresponds to the indicator level and parent indicator ID in the supporting data structure. The weight calculation adopts the Analytic Hierarchy Process (AHP), where the total weight of each level sums to 1.0. The evaluation objectives, evaluation factors and evaluation objects are correspondingly mapped to first-level, second-level and third-level indicators. Taking the Market dimension as an example, after evaluation experts compare each indicator with one another, they use judgment values to represent their relative importance. The algorithm employs the 1-9 scaling method (the minimum score is 1, the maximum is 9). To calculate the weights, one needs to sequentially compute the characteristic root, maximum characteristic root value, and finally derive the consistency index (CI) value. The score of each single indicator is calculated per its corresponding formula, and the total patent value is obtained by summing up the scores of all indicators.
