Telephone exchanges in Kentucky define a geographic area in which telephone prices and services are the same. This may be referred to as a rate area. The concept of exchange area is based on geography and regulation, not equipment . An exchange area polygon has only one operating company, which may be referred to as a local telephone company or incumbent local exchange carrier (ILEC or LEC).
