1. Introduction
Educational inclusion stands as a fundamental human right, recognized globally as a cornerstone for achieving equitable and sustainable development. This principle advocates for the right of every child to learn and participate fully in mainstream education, regardless of their background, abilities, or circumstances. International frameworks, such as the United Nations' Sustainable Development Goals (SDGs), specifically SDG 4, emphasize the importance of ensuring inclusive and equitable quality education for all. Similarly, national policies in Ethiopia, including the Education and Training Policy, underscore the commitment to providing education that is accessible and responsive to the diverse needs of learners. This report focuses on the critical issue of educational inclusion for two particularly vulnerable populations within the Dire Dawa City Administration: rural children and students with disabilities. These groups often face unique and compounded challenges that hinder their access to and participation in quality education, necessitating a focused examination of the existing landscape and potential avenues for improvement. By delving into the specific context of Dire Dawa, this case study aims to provide a comprehensive analysis of the current situation and propose evidence-based strategies to foster a more inclusive educational environment for all children in the region. The scope of this report encompasses an examination of the demographic and geographical characteristics of Dire Dawa, the structure and policies of its education system concerning inclusion, data on enrollment and attainment of rural children, the prevalence of disabilities and available support systems, existing inclusion initiatives, documented case studies and evaluations, common barriers faced, and potential strategies for enhancement.
