A 100 score is earned where all the following conditions are met:
1) there is an office or unit within government specialized in enforcing the protection of patents, copyrights, trademarks and other intellectual property rights,
2) it investigates and when necessary brings offenders to court based on reports from the public or its own initiative, and
3) it keeps statistics indicative of how effective its work is (conviction rate, amiable agreements, cases investigated, etc.).

A 50 score is earned where any of the following conditions apply:
1) there is an office or unit within government specialized in enforcing the protection of patents, copyrights, trademarks and other intellectual property rights, but it shares its time and resources enforcing other laws, or
2) it generally investigates and brings offenders to court, but evidence shows that sometimes it fails to do so despite the existence of evidence, or
3) its statistics indicative of how effective its work is (conviction rate, amiable agreements, cases investigated, etc.) are older than one year.

A 0 score is earned where at least one of the following conditions apply:
1) there is no office or unit within government specialized in enforcing the protection of patents, copyrights, trademarks and other intellectual property rights,
2) there is one but it rarely investigates and or brings offenders to court, or
3) it doesn't keep statistics indicative of how effective its work is (conviction rate, amiable agreements, cases investigated, etc.).
