Disaster Education in Indonesia: Challenges and Prospects in Governance and Implementation

This study examines the capabilities of stakeholders in public policy processes related to disaster education initiatives in Indonesian schools, focusing on how these initiatives are implemented at the local level. Due to the interdisciplinary nature of disasters, the importance of cross-sectoral and cross-disciplinary collaboration at the jurisdictional level has long been recognised. By combining two theoretical lenses that focus on the processes and outcomes of initiatives – the Theory of Change and the Capability Approach – my analysis focuses on what works and what does not in these processes across three case studies of local governance settings, and why.
