James E. Price was requested to conduct an emergency monitoring project of an area to be impacted by a backhoe excavation to be conducted near the in the Big Spring Historic CCC Complex near Building 411. On the morning of July 20, 2003, Billy Smith of ONSR Maintenance informed James E. Price, OZAR Archeologist, that there was a sewer line clog in the area and that it was necessary to use a backhoe to dig up the area at the point where the stoppage was suspected to be. The ground was loose and dry in the area. The backhoe excavation was to take place in areas that were already disturbed and outside the limits of any previously discovered and defined prehistoric site. James E. Price and Renata Culpepper immediately went to the location and monitored excavation of two backhoe holes in search of the suspected sewage line stoppage.
