Adequacy measures the average value of social protection and labor (SPL) transfers received by beneficiaries as a share of their total income or consumption. It reflects how much SPL programs contribute to the overall welfare of individuals who receive benefits. More precisely, adequacy is calculated by dividing the total transfer amount received by a group by the total welfare aggregate (income or consumption) of beneficiaries in that group. The indicator can be computed using either the pre‑transfer or post‑transfer welfare distribution, depending on whether the aim is to assess adequacy before or after accounting for transfers. Results are reported by program type (social assistance, social insurance, and labor market programs) following the ASPIRE classification, as well as in aggregate across all SPL programs. Adequacy includes both direct and indirect beneficiaries, providing a comprehensive measure of how effectively SPL programs support household welfare.
