The purpose of the project was to study wage negotiations when the state is a party. The focus was on the negotiation system importance for the negotiation behaviour and the outcome. Special emphasis on mapping out the states double role as a coordinate party and superior body in the pay settlement. Economic statistic materials, document studies and interview materials were used in the project. One has looked into normative structures and on which arguments and criteria the elites think is most important and most effective in connection with deciding the pay. The prepared material included interview data with 242 interview objects.
