This data resource is compiled during the annual budget formulation process, based on the annual economic and social development goals and the needs of multi-year budget balance, with reference to the previous year's budget implementation status, relevant expenditure performance evaluation results and current year's revenue and expenditure forecasts, and after soliciting opinions from all parties through prescribed procedures. It includes detailed revenue and expenditure statements for four types of budgets: general public budget, government fund budget, state-owned capital operating budget, and social insurance fund budget. It is primarily used to define the annual revenue and expenditure framework for fiscal authorities at all levels, clarify the direction and scale of fund allocation, ensure key priority demands, prevent and control risks, and regulate the use of funds.
