PROBLEM TO BE SOLVED: To provide a method and an apparatus for manufacture of a recycled pulp raw material by disintegration of a used paper packaging involving a taboo article by using a disintegrating device without depending on man power for recovery of used papers from the disintegrated product and for effective utilization of resources. SOLUTION: The disintegrating device for disintegration of a used paper packaging involving a taboo article by using a disintegrating device includes; at least two first support shafts 10 rotating about a shaft core and substantially parallel to each other; each support shaft 10 is provided with a plurality of disintegration blades 10B protruding outwardly in a radial direction with gaps being provided in the shaft core direction; the disintegration blade 10B has hooked parts 10C at least on its periphery， and， the position of the hooked parts 10C of the disintegration blade group along the shaft core direction are differentiated with each other in the shaft core rotation direction， and the support shaft 10C having the disintegration blade 10B is arranged in a casing.
