Quantitative evaluation of China's hepatitis B prevention and treatment policy based on the PMC index model

Objective To analyze and quantitatively evaluate the prevention and treatment policies of hepatitis B in China, so as to provide reference for the formulation and improvement of follow-up related policies. Methods Taking the hepatitis B prevention and control policy issued at the national level as the research object, the text of the policy was mined, and the PMC index model was constructed to quantitatively evaluate the representative policies. The average PMC score for 9 policies was 6.79, overall good, with 1 performing well, 6 performing well, and 2 passing; The policy with the highest rating, "China's Plan for the Prevention and Control of Viral Hepatitis (2017-2020)," received 8.02 points, while the policy with the lowest rating, "Notice of the Ministry of Health on Strengthening the Prevention and Control of Hepatitis B in Coastal Areas," received 4.43 points; The 9 policies scored higher in the primary variables X1 policy nature (0.89 points), X5 policy timeliness (0.89 points), and X7 policy receptor (0.89 points), but scored lower in X3 policy structure (0.58 points) and X6 policy area (0.51 points). Conclusion The overall quality of hepatitis B prevention and control policies in China is high, but the policy structure, policy fields, policy quantity, and issuing institutions need to be further improved.
