Floodplain Overlay Open Data

The Floodplain Overlay is intended to prevent hazards due to flooding, including but not limited to loss of life, property, and tax base.(A) The purpose of these floodplain provisions is to prevent the following hazards:1. The loss of life and property;2. The creation of health and safety hazards;3. The disruption of commerce and governmental services;4. The extraordinary and unnecessary expenditure of public funds for flood protection and relief; and,5. The impairment of the tax base.(B) These provisions are designed to accomplish the above purposes by:1. Regulating uses, activities, and development which, acting alone or in combination with other existing or future uses, activities, and development, will cause unacceptable increases in flood heights, velocities, and frequencies;2. Restricting or prohibiting certain uses, activities, and development from locating within areas subject to flooding;3. Requiring all those uses, activities, and developments that do occur in flood-prone areas to be protected and/or floodproofed against flooding and flood damage;4. Protecting individuals from buying lands and structures which are unsuited for intended purposes because of flood hazards.See Roanoke County Code: SEC. 30-74. - FO FLOODPLAIN OVERLAY DISTRICT.本洪水泛区叠加区（Floodplain Overlay）旨在防范洪水相关灾害风险，涵盖但不限于生命损失、财产损失及税基受损。(A) 本洪水泛区相关条款的目的为防范以下各类灾害风险：1. 生命与财产损失；2. 健康与安全隐患的产生；3. 商业活动及公共服务的中断；4. 为防洪及救灾投入超额且不必要的公共资金；以及5. 税基受损。(B) 本条款通过以下方式实现上述目的：1. 对单独实施或与其他现有、未来的用途、活动及开发项目结合实施后，会导致洪水水位、流速及发生频率出现不可接受升高的用途、活动及开发行为进行规制；2. 限制或禁止部分用途、活动及开发项目选址于易受洪水影响的区域；3. 要求所有在洪水易发区域开展的用途、活动及开发项目均需采取防洪防护措施或进行防涝加固，以抵御洪水并降低洪涝损失；4. 防止民众因洪水风险购买不适用于既定用途的土地及建（构）筑物。详见《罗阿诺克县法典》第30-74节——FO FLOODPLAIN OVERLAY DISTRICT。
