Ongoing digital transformation is fundamentally reshaping global labor market dynamics, where information and communication technologies (ICT) investment has emerged as a key catalyst. This study thoroughly examines comprehensive regional-industry ICT input data from China to elucidate the mechanisms and impacts of ICT investment on industrial employment. Our empirical findings indicate that increased ICT investment generally boosts employment; however, its effects are heterogeneous across industries. In high-tech industries, both direct employment growth and ancillary benefits brought about by production scale expansion (i.e., compensation effects) support employment growth. Conversely, medium-tech industries suffer net employment declines due to significant substitution effects associated with rising skill costs, while low-tech industries exhibit mixed results. Furthermore, heterogeneity analysis demonstrates that ICT investment exerts a stronger positive impact in economically developed regions characterized by diminished labor protection and limited government intervention. Spillover effect analysis further reveals that ICT investment generates substantial positive inter-industry and spatial externalities, which particularly benefit high-tech industries while exerting adverse impacts on medium- and low-tech industries. These findings highlight the necessity of formulating customized digital transformation strategies that balance technological progress and employment security, while duly accounting for industry-specific and regional disparities.
