Soviet Union, the western powers as well as especially the Americans in
case of a supervision of Berlin access by the GDR; Berlin crisis as
cause for a new war; judgement on the importance of an international
conference and recommendation of the topics to be dealt with;
importance and chances of reunification; attitude to a reduction in
East-West tensions by the so-called disengagement; significance of
western troops for the security of the Federal Republic; assessment of
