This study maps cross-national patterns of cybersecurity cooperation, using maritime indicators to assess whether maritime cyber risks and maritime connectivity help structure cooperation profiles. We apply principal component analysis (PCA) and hierarchical clustering to group states using governance, economic capacity, ICT development, and maritime activity indicators. Cooperation measures are then treated as outcomes, used to characterise clusters once the structural profiles are established. V-tests show that some clusters are significantly associated with higher or lower cybersecurity cooperation activity, indicating that cooperation levels align with underlying structural country profiles. A Korea–EU case study illustrates how maritime connectivity and maritime cyberthreat exposure can shape incentives and pathways for broader cybersecurity cooperation. This study provides insights into the characteristics that shape cybersecurity cooperation and acts as a reference for policymakers to use when seeking partnerships in cybersecurity cooperation efforts in an era of escalating cyberthreats and reduced role of US leadership.
