In September 1974 an environmental investigation was announced into proposals by three petroleum companies to construct three pipelines to carry crude oil and petroleum products between Botany Bay and Rosehill. The terms of reference were to investigate the need for transportation of petroleum; to determine the most desirable means of transportation; to investigate the environmental impact of the proposal; to recommend safeguards for the transportation and to investigate and make recommendations in the public interest on any environmental matter.
