INTERNATIONAL EXPERIENCE IN COMBATING CRIMES DANGEROUS TO LIFE AND HEALTH AND PROPOSALS FOR UZBEKISTAN

This study undertakes a comparative legal analysis of the legislative and institutional mechanisms employed by leading jurisdictions — including the United States, Germany, the United Kingdom, Singapore, and Japan — to prevent and combat crimes endangering human life and health. Drawing on international conventions, model criminal codes, and empirical crime statistics from 2019–2024, the study identifies best practices in criminalization, sentencing policy, victim protection, and rehabilitative justice. Based on this analysis, the author formulates nine concrete legislative and institutional reform proposals for Uzbekistan, consistent with the country's ongoing criminal justice reform agenda and its binding international treaty obligations.
