Turkish Legal Özelge Corpus is a comprehensive Information Retrieval dataset consisting of özelge (tax ruling) decisions published by the Turkish Revenue Administration (Gelir İdaresi Başkanlığı - GİB). The dataset follows the BEIR format and consists of three main components: corpus, queries, and relevance matrix. The corpus contains 23,701 documents, the queries contain 121,198 questions, and the relevance matrix contains 121,198 relations. On average, each document has around 5.1 distinct queries, corresponding to different legal fields. The dataset is suitable for information retrieval systems, RAG applications, question-answering systems, and model evaluation.
